TEA Wholesale Market Services and Integration in the Western Markets:
As a public power owned and operated nonprofit entity, TEA partners with public power utilities large and small to scale our offerings to meet their unique needs, including:
Energy Trading and Risk Management
• TEA manages financial and physical trading for utilities across five RTOs including MISO, SPP, CAISO, PJM and ERCOT. TEA's services include managing the seams between these markets and between/within adjacent bilateral wholesale markets.
Environmental Attributes Trading, Compliance, and Portfolio Optimization
• TEA provides holistic environmental trading services for clients in California, Washington, and beyond to meet state environmental compliance as well as their own local targets. This includes optimizing attribute portfolios across clients and engaging with external markets from start to finish in managing environmental portfolio positions and closing deals.
• TEA provides carbon management services for 14 Washington utilities to aid in their compliance with the Washington Cap and Invest program. Services include completing annual carbon emissions reports on behalf of utilities and recommending strategies for participating in quarterly carbon allowance auctions.
Western Resource Adequacy Program (WRAP) Integration
• TEA is the Load Responsible Entity for five Pacific Northwest utilities and has been their trusted advisor in the development of WRAP.

Market Readiness Services Provider
• Assessing people, processes, and systems capabilities in light of organized market requirements and opportunities, identifying partnership opportunities that allow reliable, efficient, timely, and cost-effective market participation.
Day-Ahead Market and RTO Onboarding and Market Participation
• Preparing utilities whose loads and/or resources are physically located in either the SPP RTO-West, SPP Markets+, or CAISO EDAM for market participation and maximizing the value of their generation and transmission assets in the market.
Day-Ahead Market Development
• Actively engaged SPP Markets+ and CAISO EDAM market design working groups and stakeholder processes, coordinating with public power entities across the western interconnect.
